I found the correct developer / publisher for this Finnish game.
It's CTD Chart Top Design. I don't have any more accurate info about the people behind the programming.
The game itself was a commercial release of a Finnish paint company called Tikkurila, the game stars the two guys from the Tikkurila tv-commercial and they use (of course) Tikkurila paint for painting.
