Is a MUGEN or OpenBOR Gamebase Possible?

I can't see an obvious reason why not.

the few BOR games i downloaded seem to have an executable which decrypts and runs the .PAK file.
so they can be run via a batch file from GameBase, similar to the NeoGeo GB.

The PAK files might be able to be run from a global setup, using the GB rezip path as the tempory BOR folder. But i would need time to check this.
however some older homebrew games maybe locked to a specific BOR version.

The only downside would be the overall size with the ammount of homebrew games.
